Stefanik's Legislation: A New Headache for House Speaker Johnson (2025)

A political storm is brewing, and it's about to hit House Speaker Mike Johnson right where it hurts. The Republicans' decision to punt on Representative Elise Stefanik's legislation has created a major headache for Johnson, and it's only the beginning of a series of problems.

Stefanik, a staunch ally of former President Donald Trump, has been tirelessly advocating for legislation that responds to the FBI's investigation into Trump's 2016 campaign and its ties to Russia. With Republicans in control of Congress and Trump in the White House, Stefanik saw this as her chance to deliver a victory for the president and his supporters, who have long sought to discredit the Russia investigation.

The proposed legislation would mandate that the FBI inform Congress whenever it opens a counterintelligence investigation into presidential or federal candidates. Some Republicans attempted to attach this provision to the annual defense bill, a must-pass piece of legislation that lawmakers are aiming to approve by the end of the month.

However, Stefanik announced on Monday that congressional leaders had decided to exclude her provision from the National Defense Authorization Act, a sweeping defense policy bill. This decision has led Stefanik, a senior member of both the House Intelligence and Armed Services committees, to declare that she will vote against the NDAA for the first time in her political career. She wrote on X, "I just walked out of a briefing on this issue, confirming everything I posted yesterday. The Speaker is, in fact, blocking my provision to address the illegal weaponization that led to Crossfire Hurricane, Arctic Frost, and more."

Stefanik's withdrawal of support could spell trouble for Johnson if more Republicans follow suit. With a razor-thin House majority, Johnson can only afford to lose two Republicans on any party-line vote. This situation reflects the broader tensions between Republican lawmakers and Johnson.

The speaker is facing a multitude of issues as morale within the House GOP conference hits rock bottom. Party infighting has intensified in recent weeks, with Johnson and his team struggling to maintain control of the floor. Members have become more emboldened to defy party leadership and force votes on their own priorities, including a series of votes to attack their colleagues. To make matters worse, Representative Marjorie Taylor Greene, a vocal Trump ally-turned-critic, has announced her resignation, promising to speak her mind until her departure in January.

CNN has reached out to Johnson's office for a response to Stefanik's comments. Stefanik and Johnson have a long history of collaboration, having served together on Trump's defense team during his first impeachment trial. However, their relationship became strained when the White House withdrew Stefanik's nomination to be the US ambassador to the United Nations due to concerns over slim margins in the House.

Stefanik is now running for governor of New York, and with over $13 million in cash on hand, she has assembled a team of former Trump advisers and long-time aides to support her campaign.

But here's where it gets controversial: Will Stefanik's move to withdraw support for the NDAA snowball into a larger rebellion within the Republican ranks? And this is the part most people miss: How will Johnson navigate these internal party tensions while maintaining his fragile House majority?
